If "Stop Negative Feedback"=off, skip initial star rating

For those of us who have had to completely disable the “Prevent Negative Reviews" (in Custom Plan settings) or "Stop Negative Feedback" (in Feedback Form settings) due to legal/regulatory reasons in the United States or elsewhere: It would be nice to completely skip the initial star rating (first screen of feedback form) as it no longer serves any purpose. I propose that when either of these settings above are turned off, that the feedback form simply loads directly to the list of review platform links/buttons, bypassing the star rating.
