Unable to Switch Plan under Manage Customer

When in the Manage Customer screen, there is a button that says “Switch Plan”. Upon clicking that button, it shows a pop-up like the screenshot below. No actual custom plans are displayed, therefore it’s not possible to switch to another plan.
