When an agency customer signs up, it should be give the option to submit vat-nubmer. Via this way, the agency customer will receive afterwards a monthly vat-bill.
You need to enable Stripe Tax and then we will collect additional information to see if tax is applicable. Customers can add tax information on the billing page.
