Only the lead administrator can upgrade

When our customers axe members, and set as administrator, they cannot upgrade or downgrade the subscription, also they cannot purchase credits. But if they try they get an error page 404. Better would be that this option is disabled or a message appears that only the chief administrator can perform this.
