Agency selected default plan has no effect

Independent on whether a plan is set to be default or not, it is ALWAYS the plan that is in the middle, that is highlighted. I find this to be very odd. It has a blue frame around it, but I don't want that to be highlighted/featured, but I can't do anything about it.

It just has to be a bug. Why else have a toggle switch for a "default plan" ?
